Responsibilities

About the Opportunity

Digital Management, Inc. (DMI) is looking for a Deputy Project/Program Manager to help lead the development, integration, and implementation of a new Oracle PeopleSoft Campus Solutions Student Information System (SIS) at USAFA. Following implementation and acceptance, the emphasis will shift to operation and sustainment of the new SIS. When the project/program manager is not available, the deputy will assume primary responsibility for all aspects of the contract.

 

Duties and Responsibilities: 

  • Read, understand, and implement all of the Performance Work Statement (PWS) criteria for successful implementation of the new USAFA SIS from initial design through operation and sustainment, to include training and documentation requirements
  • Manage resources such that the contract remains profitable while still meeting or exceeding PWS requirements
  • Develop and adhere to timelines while adapting to all of the unforeseen events that occur in all projects; focus manpower and resources to meet all PWS identified milestones
  • Manage the team such that the individual players all work together (e.g., ensuring Oracle leads work with IA Lead to properly configure system for IA compliance)
  • Ensure that all IA requirements are built into the system and that all applicable Security Technical Implementation Guides (STIGs) are followed and that all applicable IA patches and Information Assurance Vulnerability Memorandums (IAVMs) are addressed/ implemented within allotted timeframes
  • Ensure all internal (to DMI) and external (to customer) required reporting requirements are met (e.g., periodic activity reports, metrics) 

Qualifications

Education and Years of Experience: 

  • B.S. (M.S. preferred) in computer science or related field
  • 7 years' experience working with IT systems used in support of higher learning

Required Skills/Certifications:

  • Able and willing to perform all of the duties and responsibilities described above
  • Excellent oral and written communication: Clear, concise, and professional

Desired Skills/Certifications:

  • Project/Program Management Professional (PMP/PgMP) certification is highly desirable
  • Certified Information Systems Security Professional/Manager (CISSP/M) certification is highly desired
  • Knowledge of Oracle PeopleSoft Campus Solutions, Cloud Services, 12c Databases, and/or 12c Fusion Middleware, is highly desired
  • Knowledge of Risk Management Framework (RMF) and Enterprise Mission Assurance Support Service (eMASS) is highly desired
  • CompTIA Security+ certification, or equivalent, is desired
  • Knowledge of DoD, Air Force and/or USAFA documentation and procedures is desired
  • Information Technology Infrastructure Library (ITIL) v3 Foundation certification, or higher, is desired
  • Knowledge of, and/or certifications in, the Agile software development methodology is desired
  • Knowledge of, and ability to use, Atlassian Jira software is desired
  • Knowledge of, and ability to use, Microsoft SharePoint is desired
  • Knowledge of, and ability to use, Oracle Business Intelligence Enterprise Edition (OBIEE) is desired
  • Knowledge of, and experience working with 508 compliance, SSN Reduction Act, PII, and/or HIPPA is also desired

Additional Requirements:

  • Must be able to pass a National Agency Check with Inquiries (NACI) background check
