Responsibilities

About the Opportunity

The customer currently requires Computer Engineering support in Quantico, Virginia. The responsibilities associated with this position have been increasing as complexity of the system increases and efforts to integrate with other resources proceed. As digital devices have become increasingly prevalent, the customer has faced significant challenges keeping current techniques to reliably acquire latent digital information that is critical to successful investigations.

Duties and Responsibilities:

Support shall include but is not limited to the following:

  • This is a very hands-on position.
  • Evaluation of emerging technology, both hardware and software, identified by the customer. The Computer Engineers have the lead responsibility of verifying that performance specifications match vendor's advertised capabilities when applied to the environment. The Computer Engineers will document their findings, and determine suitability within the environment. The Computer Engineers are responsible for designing the optimal configuration of components for use across the country. The Computer Engineers participate in the quarterly Change Control Board (CCB) meetings, providing direct and candid feedback regarding ideas for proposed changes to the environment.
  • Identify opportunities to improve efficiency and effectiveness of existing systems by modernization, re-tooling, and adapting workflows. The Computer Engineer shall take a lead role in assuring that hardware and software remain current and updated. A part of this responsibility is to research relevant industries, and to bring to the attention of program management new emerging technologies that warrant research as possible replacement of existing technology. The Computer Engineers are the central knowledge base for existing and emerging technologies utilized within environments.
  • Evaluate hardware and software by emulating production workloads in development environments. The Computer Engineer shall build test environments, test data sets, and reproduce as accurately as possible forensic data models for the purpose of testing and evaluating hardware and software technologies.
  • Design, build, and implement hardware and software solutions to address ad-hoc operational needs. The Computer Engineer will be called on to design, test, and train case specific techniques as required to meet operational needs. For example, if a particular data pattern is determined to occur across a broad array of user issues, the Computer Engineers may be called on to design a tool able to search, identify specific items, and compute the sector offset location of the relevant data within each item. These complex tasks will require independent thought, creativity, and well reasoned approaches with very little time to test results. These personnel must be extremely capable, familiar with a variety of computer languages, file systems, operating systems, and must be able to communicate effectively with others.
  • Develop and demonstrate high-level strategies to introduce updated hardware and software into production environments. Provide direct assistance, advice, ideas, and contributions to design new, innovative approaches to managing the variety of technology that will be recommended. The Computer Engineers will need to advise program management as to whether or not a desired component or upgrade at a single site represents a major change that must be reviewed and approved by configuration management, or whether the component is trivial, site specific, and permissible, with little to no implication to program management.
  • Diagnose and repair instrument and computer hardware. This includes locating replacement equipment as well as determining the cost feasibility of repairing versus discarding damaged equipment. The customer utilizes a wide array of complex scientific instruments and devices to acquire, process, and review digital evidence. In some cases, it is cost effective to replace internal components of these devices internally rather than by outsourcing to a vendor. The Computer Engineer shall be responsible for reviewing commonly failing instruments, determining whether the internal components are accessible, commercially available, and replaceable, and recommending to the program management whether it is cost effective to accomplish repair in house, use an outside vendor, or to replace the component.
  • Accurately and professionally describe processes, designs, and objectives of the environment to other government agencies and COTS vendors. The Computer Engineer shares senior responsibility for design and specifications of the enclave environments and other supporting infrastructure. Therefore, the Computer Engineer will sometimes be requested to participate in meetings with other government agencies, COTS vendors, or other entities as circumstances dictate. The Computer Engineer shall be available to speak publically, provide training, meet with vendors, other contractors, and other government agencies.
