Responsibilities

About the Opportunity

Digital Management, Inc. (DMI) is seeking to hire a Technical Project Manager with extensive experience leading software development efforts and managing customer relationships in support of a large Federal agency.

This position interfaces with customer executive level management, other Agency contracts and external resources on a regular basis. The PM will lead and direct projects, which often require considerable resources, high levels of functional integration and interaction with customer executives.

  

Duties and Responsibilities:   

  • Team leadership, responsibility for deliverables and all aspects of the project over the entire project lifecycle (initiate, plan, execute, control, close, continuous improvement)
  • Conduct and facilitate regular meetings with team members, DMI management and government executives delivering clear and concise project status and technical schedules using the IBM Rational Tool Suite, SharePoint and other productivity tools
  • Assist and review all startup and planning documentation
  • Assign individual responsibilities and identify appropriate resources as needed
  • Ability to operate effectively within customer guidance, contractual limitations, and company business and policy directives.
  • Ability to coordinate diverse perspectives from various stakeholders and Senior Management into a concise position statement and/or Senior Executive level analysis report.
  • Ability to develop/document standard operating procedures and program decision memos
  • Create and manage project schedules to ensure timely completion of the project using MS Project tool
  • Provide and incorporate support team estimates for work proposals and schedules
  • Manage the scope, risks, issues, deliverables, and schedule of individual project tasks
  • Effectively communicate with government officials of all levels
  • Attend Customer Communication meetings and provide project status updates
  • Monitor team dynamics and team accountability related to delivery commitments and escalate concerns/risks as required
  • Assign project tasks and coordinate resources, including the review of individual issues, risks, and concerns and resolving or escalating such issues as needed
  • Enforce the use of the program policies (e.g. Configuration Management process, Communication plan, Agile processes, etc)
  • Manage projects from original concept through final implementation and enforce project standards using the Agile methodologies
  • Experience managing and maintaining customer expectations
  • Ability to effectively communicate information, both verbally and written, to end users and executive management, understanding when to speak up and deliver an assertive message in support of the project.
  • Team player, must be able to work professionally and collaboratively with the government customer and other contract members of the project team.
  • Ability and willingness to multi-task and work in an often fast-paced environment with deadlines.
  • Manages time effectively with minimal supervision

Qualifications

Education and Years of Experience: 

  • Bachelor's Degree or equivalent
  • Experience in leading application development in a matrixed environment
  • Experience with Waterfall and Agile methodologies
  • Minimum 7 years in project management
  • Technical knowledge of computers, systems, databases, general use software programs and office equipment

Required Skills/Certifications:

  • PMP certification
  • Understanding of the entire project lifecycle (initiate, plan, execute, control, close, continuous improvement) 
  • Experience estimating level of effort for software development projects
  • Has developed and managed to a project schedulde
  • Excellent oral and written communication skills
  • Problem solving and analytical skills
  • Self-starter and ability to work with little guidance
  • Capability to prioritize daily work schedule in keeping with productivity standards
  • Proficient with MS Office Suite including MS Project, Outlook and Skype
  • Experience using SharePoint 2010/2013

Desired Skills/Certifications:

  • Scrum Master or Product Owner a plus 
  • Proficient in IBM Rational Tool Suite, SharePoint, Visio
