About the Opportunity

Digital Management, Inc. (DMI) is seeking a Senior Program & Capture Manager.


Duties and Responsibilities:   

  • Responsible for running the program, from design and development through production and deployment.
  • Responsible for scope and contract management
  • Responsible for financial performance and organic growth
  • Creates strategies for contingency planning and risk mitigation
  • Plans and schedules project goals, milestones, and deliverables
  • Defines requirements and plans the project lifecycle deployment
  • Defines resources and schedule for project and program implementation
  • Identifies and solves project issues effectively
  • Develops RFP (Requests for Proposals) for external services
  • Performs team assessment and evaluations
  • Exhibits leadership qualities to define requirements for project risks
  • Possesses organizational, presentation, and customer service skills
  • Designs and maintains project and technical documentation
  • Assembles project teams, assigns individual responsibilities, develops project schedules, and is responsible for determining and acquiring resources needed
  • Must be familiar with the entire scope and requirements of project(s) and serves as liaison between team members and functional area management requesting project
  • Responsible for evaluating, developing, and pursuing new business opportunities and market initiatives within DHS
  • Directs research and analysis, and develops capture plans and strategies to win new business
  • Works closely with market researchers to identify and evaluate opportunities and staff to convert leads into sales
  • Acts in a peer marketing role by establishing customer contacts, understanding their problems, developing solutions, and delivering technical and marketing presentations describing those solutions
  • Emphasizes capture and understanding of the voice of the customer and integrates into all subsequent BD activities
  • Leads or participates in the development of strategic business direction and business plans
  • Maintains technical competence and an understanding of the technical component of the organization by participating in technical meetings, proposal reviews, and in some cases working directly on technical programs
  • Understands financial/budgeting and procurement processes for government agencies




Education and Years of Experience: 

  • BA/BS and 10 years of relevant experience.

Required Skills/Certifications:

  • Experience managing application development and implementing systems
  • Experience working with DHS agencies
  • Experience managing financial budgets
  • Experience briefing flag or executive level leadership
  • Minimum Secret Clearance


Preferred Skills/Certifications:

  • PMP Certification
  • Lean Six Sigma Black Belt
