    About the Opportunity

    Digital Management, Inc. (DMI) is seeking a full-time Disaster Recovery (DR)/Continuity of Operations Plan (COOP) Analyst to support the Defense Manpower Data Center (DMDC) in Seaside, California. The successful candidate will provide continuity of operations and DR planning, support, and management within the systems development life cycle (SDLC). This will include supporting the verification of COOP and DR capabilities during system installation, testing system capabilities throughout DR/COOP exercises, and supporting COOP and DR events.

     

     

    Duties and Responsibilities:   

    • Provision the DMDC Technical Services (TS) COOP and the Enterprise Services (ES) DR programs.
    • Implement and maintain the COOP process in accordance with the enterprise business continuity management process.
    • Ensure proper coordination and communication between the enterprise service continuity program and the DR/COOP program.
    • Work with managers to ensure acceptance of the DR/COOP processes and coordinate all service continuity-related issues, regardless of the specific technology involved.
    • Perform business impact analyses (BIA) for existing and new services.
    • Utilize BIA and other analytic techniques to identify and prioritize critical functions and systems that support enterprise services.
    • Manage, maintain, and improve the COOP and individual DR plans for all infrastructure components and services.
    • Develop contingency plans for systems, networks, and major applications recovery procedures after disruptions.
    • Conduct quarterly simulations and rehearsal of concept (ROC) drills to validate DR/COOP.
    • Coordinate interfaces between among DR/COOP and other processes, especially service level management, cybersecurity, availability management, capacity management, and business continuity management.
    • Ensure that all continuity of operations plans, risks, and activities underpin and align with all business continuity management plans, risks and activities, and can meet the agreed and documented targets under any circumstances.
    • Perform service continuity risk assessments for major changes and releases.
    • Assess potential service continuity issues and invoke the continuity plan if necessary
    • Develop and manage the DR and continuity plans to ensure that the recovery objectives of the business can be achieved at all times.
    • Ensure that all service areas are able to respond to an invocation of the continuity plans.
    • Maintain a comprehensive DR/COOP testing schedule, including testing all continuity plans in line with business requirements and after every major business change.
    • Communicate and maintain awareness of service continuity management objectives within supported business areas.
    • Conduct regular reviews of continuity plans with the business areas to ensure that they reflect the needs of the business.
    • Evaluate and make recommendations related to recovery requirements of third-party service providers.
    • Conduct After Action Reviews (AARs) of DR/COOP tests or actual events, and facilitate corrective actions where required.
    • For all proposed changes, assess the potential impact on service continuity and continuity plans.
    • Attend change advisory board (CAB) meetings to represent DR/COOP priorities.
    • Perform all other duties as directed by the Program Manager, Branch Chief, or Manager.

     

     

    Qualifications

     

    Required Skills and Experience:

    • 5 + years' experience executing recurring COOP and DR scenarios to test and verify continued capabilities
    • 5 + years' experience designing and testing COOP and DR plans and requirements
    • 8 + years' experience supporting the development and execution of DR and COOP test plans
    • 8 + years' experience in IT Operations and/or data center management
    • Thorough knowledge and understanding of current DR planning techniques and technologies, as well as knowledge of the methods used in performing risk analysis and BIA
    • The ability to lead high-performance, multidisciplinary workgroups to meet recoverability goals
    • DoD experience with Information Assurance Vulnerability Alert (IAVA) and security practices
    • Working knowledge of the SDLC 

    Required Education and Certifications:

    • Bachelor's Degree in Computer Information Systems or Computer Science, or equivalent military or professional work experience
    • Information Technology Infrastructure Library (ITIL) Foundation certification required within six months of employment

    ​Desired Skills, Experience, and Certifications:

    • Business continuity management or DR certifications, including: Professional Continuity Practitioner, Master Continuity Practitioner
    • Security+ or CISSP certification
    • Project Management Professional (PMP) certification

    Clearance Requirements:

    • Must be a U.S. Citizen with TOP SECRET security clearance, or with SECRET security clearance and SSBI
