About the Opportunity:

DMI is seeking a full time Project Manager to support one of its government clients in West Virginia. The Project Manager will work as a membr of the APLES Operations team, providing daily project management support in the following areas:

  • Develops work breakdown structures, prepares charts, tables, graphs, and diagrams to assist in analyzing problems
  • Formulates and reviews project schedules and ensures conformance to work standards
  • Monitors progress and performance of assigned resources and reports to respective Service Line Managers 
  • Demonstrated ability to coordinate efforts of teams composed of analyst/programmers and specialists in designing and implementing computer systems
  • Regularly interfaces with Government project managers to ensure project schedule and performance conforms to established functional requirements and Government expectations
  • Responds quickly and efficiently in crisis situations
  • Able to evaluate proposed information systems to determine technical feasibility with government specified technologies, cost for implementation and operation, as well as functional adequacy
  • Participates in Joint Application Design (JAD) meetings and workshops as requested

Duties and Responsibilities:

The role of the Project Manager on the APLEs contract is to assume the responsibilities defined for a Project Manager. Specifically, coordinates IT services for US Coast Guard products. Project tasking includes:

  • Manage customer expectations first and foremost
  • Maintain accountability for all project management activities of assigned projects including:
  • Management of low to moderately complex IT projects and all aspects of the Software Development Life Cycle
  • Develop and maintain comprehensive project schedules, project management plans, and risk management plans
  • Provide critical leadership to ensure overall quality of project planning and execution, while minimizing and mitigating project risks
  • Interface with internal Government project managers to define project goals and deliverables
  • Engage with appropriate Service Lines during the planning phase to appropriately estimate project complexity (LOE) and assign resources
  • Effectively communicate project expectations to Service Line resources, addressing questions and concerns regarding scope and schedule
  • Coordinate resources across Service Lines to ensure proper execution of project scope and schedule
  • Identify, formally document, and actively manage risks
  • Track project milestones and deliverables
  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans
  • Various other duties as assigned



Education and Years of Experience: 

  • Master's degree or Bachelor's degree AND 4 years of relevant experience OR
  • AA/AS or industry standard certification AND 6 years of relevant experience

Required Skills:


  • Expertise using project scheduling software (MS Project Professional and Project Web Application Server) as well as proven experience authoring project management plans, schedules, and risk registers
  • Knowledge and thorough understanding of the key aspects of the System Development Life Cycle/Software Engineering Life Cycle, Agile Development, and Scrum Methodology
  • Experience with all facets of Project and Risk Management
  • Manages the fact-finding, analysis and development of hypothesis/conclusions, production of final reports, and delivery of presentations
  • Proven ability to meet deadlines and contribute in areas of influence
  • Ability to be flexible and multitask items for several disparate projects
  • Thorough knowledge of the Microsoft Office Suite of Tools (Word, Excel, EPM Project Server, Power Point, Visio, etc)
  • Strong interpersonal skills and ability to work both independently and in a team environment and be willing to interact with others at all levels throughout the USCG
  • Effective communication skills (oral and written)
  • Strong customer service and consultation skills
  • Strong analytical and problem solving skills
  • Strong writing skills
  • Ability to maintain flexible work hours (work hours are consistent but occasional ad hoc requirements may necessitate flexible hours)
  • Ability to travel occasional (i.e. requirements gathering, knowledge acquisition, JAD/RAD meetings, briefings, etc.)


Desired Skills:

  • PMP Certification
  • ITIL and/or CSM Certifications
  • Knowledge of Remedy and Microsoft Team Foundation Server (work item tracking)

Additional Requirements: US Citizenship required and Favorable NACI background investigation required
