About the Opportunity


Digital Management, Inc. (DMI) is seeking an Information Technology (IT) Operations Manager to support the Defense Manpower Data Center (DMDC) in Seaside, CA. The successful candidate will manage multiple technical teams, including Database, Web/Middleware, Mainframe, and Software Release, comprising a diverse staff of more than 20 personnel. Excellent communication skills and a unique blend of project management, personnel management, crisis management, and IT skills and expertise is required for this fast-paced leadership role, as well as the proven ability to support a high-profile, highly available 24x7x365 data center or similar enterprise infrastructure.


Duties and Responsibilities:


  • Manage an operational IT branch comprising diverse roles and responsibilities, including the functional oversight of four team leads and more than 20 staff.
  • Lead an operational IT branch, including providing, evaluating, assimilating, aggregating, and recommending IT technologies, processes, best practices, and solutions.
  • Maintain service functionality, availability, performance, quality, and security in a Department of Defense (DoD) data center while driving continuous quality improvement (CQI) for all objectives.
  • Solicit input for and complete contract-required deliverables and documentation.
  • Develop, maintain, and update agency-wide IT policies, standard operating procedures (SOPs), and additional guidance and documentation.
  • Effectively communicate priorities and functional and performance requirements to team leads and team members to drive daily/weekly tasking, continually evaluating and balancing planned and ad hoc work, and operational and developmental priorities.
  • Effectively communicate progress, risks, issues, and other information to management and government customers, to include written and verbal presentations to senior stakeholders.
  • Ensure system and application availability and other performance requirements are documented, monitored, and achieved as required by service level agreements (SLAs), contractual requirements, and customer needs.
  • Ensure DoD and DMDC cybersecurity requirements and objectives are achieved in accordance with published standards.
  • Facilitate communication among technicians, managers, customers, and support staff, including communication during evenings, nights, weekends, and holidays as required to ensure operations and maintenance of a 24x7x365 critical infrastructure.
  • Perform or facilitate personnel actions, including authoring job descriptions, interviewing and hiring candidates, conducting annual reviews, and mentoring and motivating staff to promote job satisfaction, performance, and employee retention.




Education and Years of Experience: 

  • Bachelor's degree in management information systems (MIS), IT, computer science, software engineering, or equivalent military or professional work experience
  • Security+ or CISSP certification required within six months of employment
  • At least one domain certificate (e.g., Oracle, Linux, Red Hat, WebLogic) required within six months of employment

Required Skills/Certifications:

  • 5 years' experience managing technical teams, preferably in a high-availability, 24x7x365 enterprise environment
  • 2 years' experience as a subject matter expert (SME) in one or more relevant domains (i.e., web/middleware, database, mainframe, release/configuration management)
  • A keen sense of urgency to facilitate the efficient resolution of incidents that affect system or application functionality or performance
  • Ability to lead cross-functional teams to analyze and solve complex technical problems through research, diagnosis, identification of preferred courses of action (COAs), presentation of technical roadmaps to key stakeholders, testing, and validation
  • Incredible verbal and written communication skills required to gather, synthesize, and analyze highly technical information from SMEs and to provide clear and concise status updates and recommended COAs to diverse technical and non-technical stakeholders
  • The ability to thrive in a complex, chaotic environment while focusing staff toward current priorities and desired objectives and outcomes

  • WebLogic 11g/12c experience
  • JBoss EAP 6/7 experience
  • Oracle 12c Database experience
  • Project Management Professional (PMP) certification
  • ITIL Foundation certification
  • Red Hat certification
  • Security+ or CISSP certification
  • Agile certification (e.g., CSM, CSD, CSPO, CSP, PMI-ACP, SAFe)


Clearance Requirements:

  • Must be a U.S. Citizen and possess Government Security Clearance of TOP SECRET/SECRET (SSBI)
