    About the Opportunity

    DMI (Digital Management, LLC.) is looking for an IDIQ Program Manager to support our Defense Business Unit.

     

     

    Duties and Responsibilities:

    • The Program Manager (PM) will be responsible for leading all aspects of a large IDIQ or Multi-Award contract
    • The PM will focus on directing DMI’s efforts to analyze potential opportunities released by the Government; chose best fits and high win probability
    • Task Orders (TO); and, drawing the additional resources to successfully develop, write, and submit responses.
    • Post TO award responsibilities may include staffing, transition, and operational direction of awarded TOs.
    • A considerable number of short turnaround responses are anticipated; therefore,
      • the PM will be responsible for building and fine-tuning the processes, tools, and standards for efficiently responding to Task Order (TO) RFPs.
      • The PM will be responsible for overseeing the master contract, including compliance, deliverables, reporting, and interfacing with the Government as DMI’s primary Point of Contact.
      • The PM will work closely with other HQ departments (Contracts, HR, Proposal Team, Pricing) to support a range of efforts, including the following key activities:
      •  Prepare executive reports and presentations, including all documentation requirements for the IDIQ
      • Monitor government portal(s) for activity and opportunities of potential interest
      • Identify new opportunities and drive the capture process on new business
      • Advise senior management in setting the strategic direction to ensure maximum benefit of IDIQ monthly, quarterly, and annual IDIQ reporting requirements
      • Lead and manage an IDIQ team (both dedicated and matrixed from other departments) to meet IDIQ requirements and develop winning TO RFP responses  
      • Manage DMI’s subcontractors/partners on TO RFP responses, pricing, and master contract issues
      • Support other business development leads with driving business to the IDIQ, where advantageous
      • Build and manage DMI’s opportunity pipeline for the IDIQ For some awarded TOs (based on line of business, customer, and other considerations) the PM may be responsible for:  
        • Supervising TO leads to ensure delivery of requirements, including quality of product and services, cost control, timeliness, and business relationships  
        • Managing TO level cost, schedule, and performance
        • Communicating with and supporting TO customers/stakeholders Required Skills, Education, Certifications and Experience

    Qualifications

    Education:

    • Bachelor's degree from an accredited institution  

    Years of Experience:  

    • 10 plus years information technology project management experience
    • 5 plus years experience managing the development of large scale business intelligence and data analytics platforms
    • Demonstrated experience improving productivity of the technical teams through facilitating creativity and empowerment.
    • Demonstrated experience assisting the Product Owner and other stakeholders to define business   requirements  

    Required Skills/Certifications: 

    •  Excellent communicator
    • 10+ years in Federal IT domain
    • 5+ years on Federal IT IDIQs delivering services (as opposed to hardware)
    • 5+ years developing, contributing, and/or leading winning RFP/TORFP responses  
    • PMP Certification desired
    • Must hold a current Secret Clearance 

     

    Physical Requirement(s):

    • Must be able to travel on short notice to a range of meetings in the DC, and potentially nationwide meetings.
    • Must be able to work long hours using/in front of a computer.
