About the Opportunity

DMI, LLC is seeking a Project Manager to join us. 

 

Duties and Responsibilities:

The Project Manager will support the agency in managing IT acquisition initiatives throughout all phases of the acquisition lifecycle. Reporting to the Task Order Lead and IT Program Manager, the PM will ensure the successful execution of IT projects within the scope of the contract and according to the priorities set by the CIO. This role requires a blend of project management expertise and strategic sourcing skills to streamline processes, optimize return on investment, and ensure alignment with the organization's strategic goals.

 

Primary Responsibilities Include:

  • Support the government in managing IT acquisition initiatives throughout all phases of the acquisition lifecycle under the direction of the Task Order Lead and IT Program Manager.
  • Lead the execution of strategic sourcing initiatives to facilitate large-scale, enterprise-wide IT acquisition decisions in alignment with agency strategy.
  • Assist with the preparation and review of acquisition package documents, including market research reports, Independent Government Cost Estimates (IGCEs), Statements of Work (SOWs), IT Acquisition Checklists, Brand Name Justifications, and more. 
  • Conduct market research, vendor assessments, and cost-benefit analyses to support go/no-go acquisition decisions, maximizing the agency’s return on investment and minimizing risks.
  • Collaborate with the Chief Enterprise Architect to evaluate and select IT solutions that align with enterprise architecture and strategic goals.
  • Provide expert advice on IT acquisitions, including software license management, and support the negotiation and management of contracts.
  • Assist the agency’s Software License Manager (SLM) in monitoring and controlling the lifecycle of software licenses, ensuring compliance with licensing agreements and optimizing license utilization across the organization.
  • Guide project teams on software license requirements and best practices to ensure alignment with project goals and budgets.
  • Lead and manage all phases of project lifecycles, ensuring alignment with organizational objectives and timely delivery of milestones.
  • Develop, maintain, and oversee detailed project plans, including timelines, budgets, resource allocation, and risk management strategies.
  • Prepare and manage comprehensive project management documents, such as charters, risk registers, project plans, and communications plans.
  • Conduct regular project reviews, status reports, and performance assessments to ensure projects remain on track and within scope.
  • Facilitate cross-functional team collaboration, ensuring all stakeholders are informed, engaged, and contributing effectively to project success.
  • Support other IT projects as directed by the Task Order Lead and IT Program Manager within the scope of the contract and according to the priorities of the CIO.

Qualifications

Education and Years of Experience:  

  • Master’s degree in Business Administration, Information Technology, Project Management, or a related field.
  • At least 5 years of experience in project management
  • Experience with federal acquisition lifecycle, including preparing and reviewing acquisition documents such as RFPs, SOWs, and cost estimates.
  • Strong understanding of strategic sourcing principles, including market research, vendor assessment, and cost-benefit analysis.
  • Knowledge of software license management and experience working with software license managers.
  • Proven track record of successful large-scale IT project management and strategic sourcing within federal agencies.
  • Strong analytical skills and experience with performance assessments and risk management strategies.
  • Excellent communication and interpersonal skills, with the ability to effectively engage and communicate with a variety of stakeholders.

Required and Desired Skills/Certifications: 

  • Professional certifications such as PMP (Project Management Professional) or equivalent.

*All contract staff may be required to work onsite at the agency, at the request of the COR. As of 9/23/24 this Task Order is in a hybrid telework status Hybrid (onsite 1-2 day/week: Tuesdays and/or Wednesdays).*
