About the Opportunity

We are seeking a highly skilled Quality Assurance (QA) Manager to oversee and manage the quality assurance processes for federal programs, ensuring compliance with all federal regulations and high standards of service delivery. This role is responsible for developing, implementing, and managing the QA strategy for federal contracts, ensuring that all deliverables meet the required standards and the expectations of the federal government.

The ideal candidate will have extensive experience in quality management, federal contracting, and federal program compliance, with a strong background in developing QA frameworks, conducting audits, and leading continuous improvement initiatives.

Key Responsibilities:

  • Quality Assurance Strategy & Implementation:

    • Develop and implement a comprehensive QA strategy tailored to the specific requirements of federal contracts and programs.
    • Establish quality assurance processes, procedures, and protocols that align with federal regulations, including FAR, DFARS, and other applicable standards.
    • Ensure all projects and deliverables meet the required quality standards and performance metrics set by the federal client and contract specifications.
  • Compliance Monitoring & Reporting:

    • Monitor contract performance and ensure compliance with federal regulations, standards, and policies.
    • Lead the development and execution of internal audits, inspections, and assessments to measure the quality of service delivery and performance.
    • Track and report on non-conformities and corrective actions, providing recommendations for improvements.
  • Process Improvement:

    • Identify opportunities for process optimization and lead continuous improvement initiatives to enhance quality and operational efficiency.
    • Utilize quality management tools and methodologies (e.g., Six Sigma, Lean) to improve quality outcomes and minimize errors or defects.
    • Foster a culture of continuous improvement within teams, ensuring that feedback is regularly used to improve processes and outcomes.
  • Team Leadership & Training:

    • Manage and mentor a team of quality assurance professionals, ensuring that they have the necessary tools and skills to perform their duties.
    • Provide training and support on QA best practices, regulatory requirements, and quality control processes to internal teams and subcontractors.
    • Foster a collaborative environment where quality is embedded in all stages of program execution.
  • Documentation & Record-Keeping:

    • Maintain comprehensive documentation related to QA processes, audits, inspections, and corrective actions.
    • Ensure proper documentation and record-keeping practices are followed, in accordance with federal regulations and contract requirements.
  • Stakeholder Communication & Reporting:

    • Serve as the key point of contact for quality-related concerns for both internal and external stakeholders, including federal clients.
    • Provide regular reports to senior management, federal clients, and other stakeholders on quality performance, issues, and corrective actions taken.
    • Prepare presentations and updates for client meetings and status reviews, demonstrating the effectiveness of QA efforts.
  • Risk Management:

    • Identify potential risks related to quality and work proactively to address them before they impact performance or compliance.
    • Develop and implement risk mitigation strategies to prevent quality issues from affecting contract deliverables.

Qualifications

Education and Years of Experience:  

  • A Bachelor’s Degree in a relevant field (such as computer science, information technology, or business administration) is often required.
  • 5 to 8 years’ experience in developing, implementing, and managing QA processes and strategies for software or IT projects.
  • Certifications such as PMP or ITIL

Additional Requirements:

  • In-depth knowledge of IT systems, infrastructure, and software development
  • Familiarity with government regulations, compliance, and security standards (e.g., , NIST)
  • Strong leadership abilities to guide teams, resolve conflicts, and make strategic decisions.
  • Effective communication with stakeholders, team members, and senior management.
  • Budgeting and financial oversight skills to effectively manage the contract 
  • Ability to allocate resources efficiently and track expenses.
