DMI, LLC is seeking a IT Instructional Designer to join us.
Montgomery County Government continuously identifies and replaces outdated IT legacy systems with
cloud-based solutions, low-code applications and other enterprise technologies. To support the
Department of Technology & Enterprise Business solutions (TEBS) with these enterprise projects and
other technology initiatives, the Office of Change Management is seeking a highly skilled Training
Specialist/Instructor.
The work requires expertise in creating graphics, videos, training curricula, communications, process
flows, documentation, and other related materials. This position also requires the ability to quickly learn
new applications, processes, and system-based steps to effectively create content and other educational
materials in a clear format according to user role(s). Further, consultants will partner with the Change
Management team and other business partners to develop and facilitate training courses that minimize
employee resistance and maximize employee understanding and engagement.
Duties and Responsibilities:
• Develop subject matter expertise in specific functional areas to support effective communications, training, and organizational realignment.
• Assist with developing training plans and schedules and manage the ongoing technology training program based on organizational needs.
• Assist with evaluating new training opportunities with vendors and managing vendor relationships.
• Create visually clear and impactful business process documentation and demonstrate system functionality to various user levels.
• Collaborate with functional subject matter experts to design strategic communications, internal marketing, and training materials.
• Create quick start guides, job aids and other training materials as needed.
• Conduct formal and informal presentations to help raise awareness and/or build foundational knowledge of key concepts in advance of systems training.
• Manage stakeholder expectations and encourage positive behaviors in response to operational and organizational change.
• Assess operational and organizations needs through interviews, surveys, and focus groups to identify gaps and align related strategic initiatives to the County Executives’ objectives and mission.
• Create system-based training material using Camtasia, Adobe Captivate, and other tools as assigned.
• Develop organizational metrics to baseline and measure success over time in conjunction with stakeholders.
• Establish strong and credible relationships with management and employees to successfully build trust, collaboration and integrity.
• Demonstrate experience and knowledge of principles, practices, and systems of organizational design, change management, and organizational development.
• Responsible for training coordination and administration including scheduling, managing course information in the LMS, tracking and updating attendance, and more.
Education and Years of Experience: • At least 5 years of demonstrated system-based content development experience within applications, tools, and business processes.
Required and Desired Skills/Certifications:
• Demonstrated organizational design, analysis, and employee engagement group facilitation.
• Ability to work independently and meet deadlines in a fast-paced environment with multiple and changing priorities.
• Ability to foster a team-oriented environment through effective communication, planning and collaboration.
• Strong communication skills at all levels of management
• Demonstrated consensus building with stakeholders, management, and employees at all levels in the organization.
• Ability to perform analysis and create relevant process mapping and other documentation.
• Experience in developing and designing training curriculum, job aides, training material utilizing multimedia tools such as Adobe Captivate, Camtasia, Word, PowerPoint, and other web-based tools.
• Knowledge of medium to large-scale organizational change management initiatives
Additional Requirements: Contract staff will collaborate closely with County staff to develop content, engage, support and
train County employees, and develop strategies for monitoring and evaluating success.
