About the Opportunity

DMI, LLC is seeking a IT Portfolio Manager to join us. 

 

This staffing resource will be supporting the WITSS COTR in managing the task orders associated with the WITSS master contract
to ensure that the deliverables, requirements, and other related contractual items associated with these task orders are met in
accordance with the terms and success criteria as specified

 

Duties and Responsibilities:

 

• Oversee and coordinate the entire scope and all phases and software development life cycle
(SDLC) of multiple, diverse complex programs; ensure completion within budget and on
schedule;
• Perform all project management processes for diverse complex IT programs (i.e., initiating,
planning, executing, monitoring, and closing process groups);
• Develop, recommend for approval, manage, and adheres to project schedules, estimates, and
budgets that are complete, realistic, and fully meet program goals;
• Provide program management coordination and controls consistent with project and operational
needs;
• Develop and manage detailed program management plans that define key activities,
deliverables, timelines, and resource requirements to achieve program objectives;
• Conduct full software development life cycle program process management, including
requirements definition, fit/gap analysis, design, configuration, development, interfaces, testing,
data conversion, cutover, communications, training, rollout, post-implementation support, and
new release management;
• Assign work and manage program and cross-functional teams;
• Ensure clear and concise requirement definitions are incorporated into system design;
• Oversee change requests from original design specifications;
• Identify and partner with both internal and external WMATA program stakeholders;
• Conduct research and prepare recommendations for complex program management problems;
• Conduct risk analysis and develop and manage mitigation strategies;
• Develop and cultivate relationships with cross-functional program team members and work
closely with business and operations partners to ensure acceptance, quality, and integrity of
program goals and initiatives;
• Assess variables, including but not limited to: costs; benefits; program or service availability
and capacity; current and future organizational structure; policies, procedures, and government
regulations; competing firms and alternative sources of supply; market trends; risks; skills and
expertise; quality, reliability, and flexibility; innovations; and control considerations;
• Monitor program results against technical specifications and performance measures and adjust
accordingly;
• Communicate plans, status, and issues to senior-level management, steering committees, and
other committees as required;
• Develop and manage performance metrics; prepare and present team and executive performance
management and status reports;
• Define, coordinate, and manage user training for new applications or modifications as required;
• Develop, coordinate, and manage implementation of change management, communications, and
training plans and activities.
• Conduct ongoing program status meetings with staff; and
• Ensure program management of project closeout to include coordination and completion of all
technical, operational, procurement, and budgeting tasks

 

Qualifications

Education and Years of Experience:  Bachelor's degree in computer science, information systems, or a IT related field

 

• Minimum of 10 years demonstrated successful large-scale IT program management experience including:
                       o Formal training and experience in project management, estimating, cost and schedule management, variance reporting, and electronic project                                  management tools (e.g., Primavera, MS Project, project scheduler, or equivalent); or
                       o An equivalent combination of post-high school education and 14 years of progressively responsible IT program management technical and                                        professional experience in a large IT organization; and


• Must have a proven track record in managing a successful large enterprise system
implementation project and formal training and experience in project management, estimating,
cost and schedule management, variance reporting, and electronic project management tools
(e.g., Primavera, MS Project, project Scheduler, or equivalent).

 

  

Minimum Requirements: 

 

• Demonstrated knowledge of, ability to, and/or hands-on experience in the principles, practices,
and techniques to coordinate, review, and provide expert technical management for the assigned
IT program;
• Demonstrated ability to apply project controls, including scheduling and budgetary control
systems;
• Evidence of problem solving, process improvement methods, and business re-engineering
methods, increase productivity and business responsiveness;
• Demonstrated ability to lead and motivate staff to apply skills and techniques to solve dynamic
problems;
• Experience in defining program management processes, tools, and templates suitable for
program requirements;
• Experience managing internal and external development programs and vendor supplied systems
from inception to successful implementation;
• Evidence of interpersonal, team building, and facilitation skills to lead, manage, and coordinate
a highly politicized program comprised of various professional and technical individuals;
• Experience developing and comprehending various types and levels of technical, contractual,
and legal documentation;
• Experience developing, analyzing, managing, and reporting on program performance metrics.
• Communicate effectively at all levels of the organization to independently organize and carry
out assignments with minimum direction, as well as the ability to function effectively as a
leader of highly professional personnel;

The WMATA manager will work with the Contractor to determine the date/time and place for on-site work
