DMI, LLC is seeking a Cloud Database Specialist to join us.
The Cloud Database Specialist III is a senior-level role responsible for designing, managing, and optimizing cloud-based database systems to support enterprise IT operations and maintenance services. This position ensures that database solutions are secure, scalable, and aligned with organizational objectives to deliver reliable IT services across hybrid multi-cloud environments during routine operations and high-demand scenarios.
Key responsibilities include:
1. Database Architecture and Design: Architect and implement cloud-based database solutions (e.g., Oracle 12c, MongoDB, PostgreSQL, AWS RDS) to support enterprise applications, ensuring high availability and performance in hybrid multi-cloud environments.
2. Database Operations and Maintenance: Perform database administration tasks, including installation, configuration, backup, recovery, and performance tuning, for cloud and on-premises databases integrated with enterprise IT infrastructure.
3. Data Migration and Integration: Lead the migration of legacy databases to cloud platforms (e.g., AWS, Azure, Google Cloud, Oracle), ensuring data integrity, minimal downtime, and compatibility with service-oriented architecture (SOA).
4. Security and Compliance: Implement database security measures, including encryption, access controls, and auditing, to comply with federal cloud security standards, accessibility requirements, and organizational security policies.
5. Performance Monitoring and Optimization: Monitor database performance metrics (e.g., query execution time, storage utilization), optimize database configurations, and contribute to regular capacity management reports and web-based dashboards.
6. Change and Configuration Management: Support database configuration changes, maintain configuration management records, and provide documentation for change requests reviewed by the organization’s change control board.
7. Disaster Recovery and Continuity: Design and implement database backup and recovery strategies to support business continuity requirements, ensuring data availability during crisis or high-demand periods.
8. Collaboration and Support: Work with cloud architects, network engineers, and Agile development teams to integrate databases with enterprise applications, cloud services, and virtual environments (e.g., VMware, Microsoft Windows Server, Red Hat Linux).

The Cloud Database Specialist III must possess the following skills and certifications to effectively fulfill the role:
1. Database Administration Expertise: Advanced knowledge of managing relational and non-relational databases (e.g., Oracle, MongoDB, PostgreSQL, SQL Server) in cloud environments, including schema design, indexing, and query optimization.
2. Cloud Platform Proficiency: Hands-on experience with cloud database services, such as AWS RDS, Azure SQL Database, Google Cloud SQL, or Oracle Cloud Database, and their integration with hybrid multi-cloud architectures.
3. Security and Compliance: In-depth understanding of database security practices, including encryption, role-based access control (RBAC), and compliance with FedRAMP, NIST SP 800-53, and DHS security policies.
4. Data Migration Skills: Experience migrating databases to cloud platforms, including tools like AWS Database Migration Service, Oracle Data Pump, or Azure Database Migration Service.
5. Technical Proficiency: Familiarity with FEMA’s IT systems (Appendix A), including operating systems (Microsoft Windows Server, Red Hat Linux), virtualization (VMware), and cloud management tools (e.g., Terraform, Oracle Grid Control).
6. Communication Skills: Strong written and verbal communication skills for creating technical documentation, presenting solutions, and collaborating with stakeholders.
Certifications:
Must have one Oracle Cloud Infrastructure professional certification. Oracle Cloud Infrastructure 2025 Certified Cloud Ops Professional or Oracle Cloud Infrastructure 2025 Certified Multicloud Architect Professional (Perferred).
Required and Desired Skills/Certifications:
While not mandatory, the following qualifications are highly desirable for the Cloud Database Specialist III role:
Experience with FEMA or DHS: Prior experience working with FEMA, DHS, or other federal agencies, particularly in database management or cloud migration projects.
Advanced Certifications: Additional certifications such as MongoDB Certified DBA, Google Cloud Professional Database Engineer, ITIL v3 Foundation, or Certified Information Systems Security Professional (CISSP).
Data Analytics and Big Data: Familiarity with big data platforms (e.g., Hadoop, Apache Spark) or data analytics tools (e.g., Tableau, Power BI) for processing large datasets in cloud environments.
Security Clearance Eligibility: Possession of or eligibility for a DHS security clearance to support sensitive operations and comply with DHS security requirements.
Agile and DevOps: Experience working in Agile environments (e.g., Scrum, Kanban) and familiarity with DevOps practices, including CI/CD pipelines for database deployments.
Scripting and Automation: Proficiency in scripting languages (e.g., Python, PowerShell, SQL) for automating database administration tasks, such as backups or performance monitoring.
Disaster Recovery Expertise: Background in designing and testing cloud-based database disaster recovery solutions, particularly for mission-critical systems.
Data Governance: Knowledge of data governance practices, including data quality, metadata management, and compliance with DHS Data Management Policy MD 103-01.
Clearance Requirements: Successful completion of a government security screening and/or a Secret Clearance
Additional Requirements: Successful completion of a Public Trust background investigation and/or a Public Trust clearance.
Additional Requirements: Successful completion of a Fingerprint background investigation.
