The Business Analyst shall collaborate with Office of School and Community Nutrition Programs (OSCNP), the Technical Project Manager, the Operations and Maintenance (O&M) Vendor, Maryland State Department of Education (MSDE) staff, and Department customers to define, document, and improve business processes to improve staff efficiency and effectiveness, improve compliance and reporting, and to provide a better user experience for the OSCNP’s customers. These improvements will be realized by eliciting information, and documenting business processes within the OSCNP, analyzing technical and financial workflows and requirements, recommending changes to business processes, participating in the development process for MARS and MDCS to support the improved processes, and providing training materials for staff and customers. Excellent verbal and written skills as demonstrated during interview process and written test. Resource must have working knowledge of Agile/iterative methodologies, TFS/ Azure DevOps for requirements, testing, bug tracking and collaboration. Resources shall evaluate OSCNP business processes, procedures, requirements, and operations in conjunction with IT initiatives and changing requirements. The Modernization IT Project Manager oversees the full project management life cycle and software development life cycle for the implementation of the Division of Early Childhood’s (DEC) data system.   Duties and Responsibilities:   - Oversee planning, development and operation of the modernized child care tracking system. - Evaluates complex situations accurately and identifies viable solutions that create successful outcomes. - Develops and maintains lessons-learned inputs in the project repository for utilization on future projects. - Monitors daily system operations to plan, anticipate and prevent problems and to direct immediate corrective action when issues arise. - Provides both verbal and written communications regarding project status, risks, and issues, and makes recommendations on project decisions to DEC point of contact. - Manages allocation of resources within the program(s) to meet work fluctuations and budget and time constraints in the delivery process. - Serves as subject matter expert, providing technical and analytical guidance to the program and project teams - Use agile project management methods, such as Scaled Agile, to prioritize, define, execute and deliver system enhancements and corrections. - Manage the system engineering workload to assign priorities and track work through delivery. - Coordinate with the multiple state agencies (ex Department of Human Services to ensure optimal use of the MD Think platform). - Lead team in identifying the root cause of problems and implementing durable solutions. - Coordinate task assignment and system quality for all teams supporting the system including security, networking, hosting, system administration, database administration, level 2 help desk, development, testing, and implementation and other technical specialties as needed to deliver system services. - Approve the deployment of code release packages for user acceptance test, training and production environments. - Conduct weekly status calls with the internal and contractor teams to communicate objectives, monitor progress, and resolve issues. - Works with the Division to provide support and coordination and to ensure seamless adoption of the new system and business processes. - Assist with managing contracts and vendors assigned to delegated initiatives included in the assigned projects. - Co-Facilitate monthly meetings of the Program Advisory Committee (PAC) Project Management: • Perform the duties of a Senior Project Manager for significant development initiatives that DoIT classifies as Major IT Projects and system engineering work that the DEC designates for formal project management. • Prepare Project Charter, Technical Roadmap, Roles and Responsibility matrix and other project planning documents consistent with DoIT policies and procedures. • Translates generalized customer business goals and objectives into concrete strategy and tactical plans. • Brief MSDE and DoIT Executives on the project goals, approach and status throughout the project. • Execute the project utilizing PMI and agile project management methods, such as the Scaled Agile Framework. • Prepare and disseminate the DoIT Quad Report to summarize progress in multiple dimensions. • Works on complex problems where analysis of situation or data requires an in-depth evaluation of various factors to achieve best results • Exercises judgment within broadly defined policies and practices to develop and implement methods and techniques. • Works effectively with internal and external clients, third party vendors and Senior Management in accomplishing project objectives. • Evaluates complex situations accurately and identifies viable solutions that create successful outcomes • Develops and maintains lessons-learned inputs in the project repository for utilization on future projects • Plan and manage budget, schedule, scope and resources to achieve project goals.   Financial Management: • Collaborates with the Finance Department and various functional managers to ensure project budgets are properly estimated and controlled; provide overall financial recommendations and develop controls and measurements to monitor progress. • Provides monthly accruals and forecasts by the due date established. • Maintains current statements of work for all contractors; tracks and approves contractor invoices in a timely manner. • Provides regular updates to designated DEC personnel, project sponsor and stakeholders on the status of projects and the budget. Documents reasons for budget excess or shortfall.   Risk Management: • Develops a comprehensive Risk Management Plan at the Program Level within the Capability Maturity Model Integration (CMMI) Framework as defined • Proactively identifies risks and opportunities of both business and technical plans; identifies Risk Mitigation Strategies and Contingency Plans for all identified Risks and maintains the Program Level issue and risk matrix log • Provides a detailed plan of how the risk will be managed or eliminated. Provides a weekly program status report with major risk factors when mitigation approach impacts the project timeline, budget or objectives Coordinates the Risk Management Plan and Risk Mitigation Strategy across all projects within the Program and manages the execution within the individual projects.   Additional Responsibilities Include: • Provide input on procurements for hardware, software, networking or other services related to Child Care Systems. • Estimate budget for technical services for the DEC Finance Officer. • Identify technical resources necessary to meet DEC objectives and recommend methods to obtain resources. • Participate in MSDE technical planning as requested by the CIO. • Coordinate Child Service System management with other MSDE and State systems to minimize costs and improve system control and quality. • Monitor emerging technology trends to identify and recommend strategic technical investments that will benefit DEC. • Coordinate with Functional Analysts in the analysis and documentation of features, capabilities and user stories. • Coordinate DEC Product Owners in defining system goals, functional requirements and user stories. • Ensure that requirements are traceable through product owner approval and user acceptance. • Coordinate with DEC Product Owners on deployment schedules. • Oversee system security and compliance with audit recommendations. • Participate in DEC strategic planning to ensure that the technical roadmap is consistent with agency priorities

DMI is seeking a full-time Infrastructure Solutions Architect to support the Bid and Proposals (B&P) team in Bethesda, MD.    Duties and Responsibilities:   The ideal candidate shall have experience architecting and designing infrastructure solutions and services such as service desk, data centers, networks, unified communications, and cybersecurity with strong writing skills. In this role, the Infrastructure Solutions Architect will support DMI’s B&P organization in responding to business opportunities. Specific duties and responsibilities include: - Closely work with the B&P teams to craft compelling and winning infrastructure and service desk solutions to solicitations (RFP, RFQ, and RFI) - Identify win themes and value propositions and develop infrastructure solutions for solicitations following the defined scope of services - In-depth knowledge and experience in Contact Centers and IT Service Desk Operations - Provide end to end service desk solutions for the following: - End-User Computing Services (Workplace) - Field Support Services (Network, Server, OS, Hardware peripheral) - On-site Deployment of servers, networks, and other hardware equipment - In-depth understanding of ITIL and ITSM best practices and methodologies - Hands-on experience in designing the Contact Centers and IT Service Desk solution using software such as ServiceNow, NICE inContact, Remedy - Perform Service Desk (SD) as-is analysis and provide to-be recommendations based on customer's functional and non-functional requirements, Service Levels, ticket data, evaluate service desk solutions, ITSM ticketing tools, and automation toolsets to provide an end-to-end solution. - Align the SD solutions based on the customer provided SLAs, AQLs, Business Objectives, and Future goals. - Experience in infrastructure deployment, datacenter technologies like Network (VPN, WAN, LAN), server virtualization and storage (Database, SAN/NAS, etc.) - Proven ability in managing large scale infrastructure consolidation and modernization projects, on-premise to cloud migrations, and network traffic, capacity optimizations. - Knowledge of business continuity plans (COOP), disaster recovery approaches, tools, and technologies, designing highly available and resilient infrastructure - Oversee the infrastructure solutions, take ownership of assigned solicitation responses and ensure coordination of all efforts to ensure all timelines are met - Provide level of effort estimations and ROM for service desk and infrastructure services initiatives - Understand the needs of the customer and ask the right questions and suggest and articulate the right technology solution - Stay abreast of the infrastructure technology trends especially in the area of next-generation IT infrastructure solutions to enable her/him to project thought leadership and effective solution development - Ensure bids are technically and functionally compliant
